The Regional Transportation Commission (RTC) has a remarkable Paratransit Service Developed to aid people with disabilities who are functionally incapable to independently use the Citizens Area Transit fixed route system. For the service to be successful, the commission had to let the public become acquainted with about how it operates.

RTC created the Paratransit Services Riders Guide, an eighteen-page color brochure. The riders guide overviews the paratransit service by summarizing the program into four categories: Service Overview, Using CAT ADA Paratransit, Riding the Paratransit Vehicle, and other CAT services. Under each heading are several subcategories that help outline the rules, regulations, and all operation guidelines allowing smooth use of the service. Also contained in the brochure is a helpful table of contents, making quick references a breeze. The simple layout of the brochure makes navigating simple while its complex amount of data leaves little room for unanswered questions. The two-tone pictures found spread throughout the brochure generate a noticeable theme of courtesy and patience.
